Challenges Continue for Relief Supplies in Gaza's Urban Center In Spite Of Ceasefire

Even if the border entry point at the Egyptian border starts functioning soon, relief agencies face substantial challenges providing aid to Gaza City, the area most severely affected by food shortages, specialists report.

Infrastructure Problems

Major routes are virtually impassable due to widespread damage across the devastated territory – or continue to be under the control of security personnel. Any truck that malfunctions is probably will be quickly plundered.

The primary crossing, the main entry point to the northern territories, damaged by 24 months of war, has been shut down for many days, and government representatives have informed NGOs in Gaza that there are no short-term arrangements to open the border point, as stated by relief personnel.

Devastation in Gaza City

Gaza City was the focus of a significant armed campaign initiated in August that was continuing when the peace agreement was signed recently.

Destruction in the northern region has been extensive, with whole settlements including Beit Lahiya and Beit Hanoun in ruins as well as many of the peripheral zones of the urban center.

"Any opening of a access route into Gaza is positive, but we need to make sure we can access populations where they are," stated an experienced official from a humanitarian organization.

Aid Circumstances

Observers said many of the estimated 300,000 people who have gone back to the north from the crowded shelter regions where they had been living during the military operations were now "camping" among the destruction of their homes, often without any housing and with insufficient supplies or resources.

A spokesperson from a UN agency said the devastation in northern Gaza was "devastating".

"We see block after block, building after building ... there is urgent requirement for water. It's pretty harrowing. We need each access route operational," the spokesperson, who was in the urban center recently, stated.

Restricted Access

A community leader located in the urban center said the needs in what used to be the region's active economic and social center were "enormous".

"We see this optimism and hope but there needs to be immediate enhancement on the crossings. We haven't seen major improvement on the ground yet," the director said.

"There remains a small quantity of support [and] we are just beginning to grasp the extent of devastation. Numerous roads are overwhelmed by ruins ... there is hardly any residence that is safe. There remains harm and live explosives throughout the area."

Recent Changes

Recently, humanitarian organizations said small quantities of vital cooking gas reached Gaza for the first instance in many weeks, along with deliveries of flour, cereal and fresh vegetables. The recent deliveries sent prices in markets falling.

In the central town, a community member said there had been noticeable change since the truce.

"Stores are stocked with food, produce, and fresh fruit, although the prices are still high and not affordable for all people," the individual stated.

Colder Months Preparations

"The crucial necessities at present, particularly given the arrival of the cold season, are to have a tent to keep us safe from the cold weather and warm garments because the shops do not have adequate garments for us or, if they exist, they are extremely limited and prohibitively costly."

Multiple internationally-backed bakeries in central and southern Gaza have begun working again since the peace agreement.

Aid Transport

Transport were announced to have entered the Kerem Shalom crossing through Israeli territory to Gaza during the week, though precise counts were unclear.

The nation's news organization announced that recent humanitarian shipments would include edible goods, treatment resources, petroleum products, cooking gas and tools to fix crucial facilities.

"Humanitarian aid keeps coming into the conflict region through the humanitarian corridor and other crossings after safety verification," an government spokesperson said.

Delivery Problems

But counting the number of trucks could be deceptive, warned an expert from a humanitarian organization. "We need to know the materials within the transports and their capacity levels for it to be a truly significant indicator," the expert said.

Business entities are transporting fleets of transports carrying sweets, soft drinks and snacks, which have minimal health benefits, while urgent medical support for young people or individuals who have been without proper sustenance for an extended period are unavailable.

Healthcare Status

Within the northern urban center, only seven nutritional outpatient clinics are functioning, compared with numerous in earlier this year.

Various groups have millions of dollars of humanitarian goods stored around Gaza pending distribution. An international organization working with local residents across the region for decades has multiple months of supplies of sustenance for all residents in place to be transported.

"We maintain the resources, the equipment and the expertise ... we only require the entry," said a humanitarian staff member, who recently came back from Gaza.

Diplomatic Factors

A diplomatic framework specifies that "full" assistance should enter Gaza and be provided through the UN and relief organizations, without interference from any military groups or state authorities.

This likely prohibits the disputed authority-approved relief agency which began operations in earlier this year, resulting in uncontrolled circumstances and hundreds of deaths as large groups of people gathered around its distribution sites.
